This publication provides guidance to aid aluminum-producing facilities in estimating releases to the environment of Persistent, Bioaccumulative and Toxic (PBT) chemicals. Operations addressed include primary reduction plants, secondary aluminum processing and re-melting operations, alumina refining and aluminum fabrication. The document is intended to help facilities in fulfilling Emergency Planning and Community Right-to-Know (EPCRA) Section 313 Toxics Release Inventory (TRI) reporting for PBT chemicals, as promulgated in the EPA final rule of October 29, 1999 (64 Federal Register 58666). The rule expands rewporting of chemcial releases under EPCRA Section 313 by reducing the reporting thresholds for PBT chemicals, and by eliminating for the listed PBT chemicals the de minimis reporting exemption for those chemicals. Direction is provided for the quantification of thresholds for reporting, and in completing TRI reporting forms. Critical sampling and analytical information is included for facilities that decide to conduct testing for releases of dioxin compounds. The new 2nd edition contains lead reporting information.
