The three statements to Congress presented here assess "America's ability to compete and prosper in the 21st century" and propose necessary actions to take to enable American competitiveness. The four main recommendations for action are:
o “Ten Thousand Teachers, Ten Million Minds”—which addresses America’s K-12 education system
(recruit new science and math teachers, expand training of current teachers)
o “Sowing the Seeds”—which addresses America’s research base
(increase federal investment in U.S. research in physical sciences, engineering, math, and information
sciences as well as health and biological sciences, incentives for researchers, creation of an
Advanced Research Projects Agency-Energy for supporting novel energy research)
o “Best and Brightest”—which addresses higher education
(new scholarships and fellowships, skill-based immigration option, encouraging advanced international
students to work in the U.S)
o “Incentives for Innovation”—which addresses the innovation environment itself
(enhanced intellectual property protection, increased R&D tax credit, tax incentives for U.S. innovation)
